Reimbursement
Connecticut's
not-for-profit acute care hospitals serve as the state's healthcare
safety net. However, with many hospitals' operating margins
hovering at or below break-even for the past several years,
and with demand for hospital services concurrently and steadily
increasing, hospitals' ability to continue in this vital role
is threatened.
Because
reimbursement is such a pivotal issue for hospitals and other
healthcare institutions, many of CHA's efforts are focused
on advocating for fair, adequate, and timely reimbursement
to Connecticut hospitals for the services provided to all
patients.
As part of its 2008
Legislative Agenda, CHA is working to:
- Maintain
funding for the Uncompensated Care Pool and Urban DSH Pool.
- Expand
critical access to capital funding through a CHEFA-issued
revenue bond program to provide grants, forgivable loans,
and low interest loans.

the Medicare hospital outpatient prospective payment system
(OPPS) proposed rule, which set forth numerous and significant

commissioned the Lewin Group to produce a report on total
Medicaid program expenditures in Connecticut, as well as a
summary of hospital Medicaid payments and their impact on

Reimbursement," to hospitals, legislators,
and government officials.

to the average increase granted during the fiscal year by
the Department of Public Social Services to HUSKY managed
care organizations, and a commitment of resources that ensures
proper placement of patients in need of mental health treatment
and reduces the number of patients waiting in hospital emergency
