Certificate of Need (CON)

Consistent oversight by the Office of Health Care Access (OHCA) of non-hospital facilities, such as outpatient surgical centers, imaging centers, and other healthcare facilities helps to ensure a uniform standard of quality, and is essential to creating a "level playing field" for the development and implementation of healthcare services in Connecticut. CHA supports equitable and uniform application of Certificate of Need (CON) requirements to ensure fairness, patient safety, and access to high quality care.

SB 647, An Act Concerning Surgical Services

CHA testified in support of this bill, which improves existing law by ensuring that all outpatient surgical facilities, regardless of ownership structure, abide by certificate of need laws and by physical plant requirements that recognize the best interests of patients.

HB 5468, An Act Concerning Certificate Of Need Capital Expenditure Thresholds and SB 386, An Act Concerning Revisions To The Office Of Health Care Access Statutes

CHA testified in support of HB 5468, which would increase the certificate of need threshold for all capital expenditures, including major medical equipment, to three million dollars, and SB 386, which would eliminate obsolete provisions, and makes technical and minor language changes to the Office of Health Care statutes.

SB 621, An Act Concerning Outpatient Surgical Facilities

CHA testified in opposition to this bill which would reduce the oversight of outpatient surgical facilities by the Office of Health Care Access and Department of Public Health.

SB 933, An Act Clarifying Licensing Requirements For Outpatient Surgical Facilities

CHA submitted testimony in support of this bill, which clarifies the applicability of certain requirements in Public Act 04-249 to outpatient surgical facilities that were in operation on or before July 1, 2003 or that had obtained, on or before July 1, 2003, a determination from the Office of Health Care Access that a certificate of need was not required.

SB 1148, An Act Concerning Outpatient Surgical Facilities

Testimony from several member institutions and a CHA staff member was given to the Public Health Committee in support of this bill, which would require outpatient surgical facilities using specified levels of sedation or anesthesia to obtain a license from the Department of Public Health (DPH) and a Certificate of Need (CON) from the Office of Health Care Access (OHCA).
