Advocacy is CHA's primary and most critical function. CHA provides representation, expertise and assistance to its members through a variety of state and federal advocacy initiatives focused on four areas: Finance; Patient Care Regulation; Quality and Performance Reporting; and Human Resources.

Finance advocacy initiatives are focused on the financial operations, systems, transactions, and overall fiscal health of Connecticut hospitals. Specific areas of focus include:

  • Medicare/Medicaid/third party reimbursement
  • Insurer payment and denial practices
  • Health Insurance Portability and Accountability Act (HIPAA) transactions and code sets
  • Office of Health Care Access (OHCA) financial reporting and analysis
  • Financial data analysis and reporting

Patient Care Regulation advocacy initiatives encompass virtually every regulatory aspect of hospitals' delivery of care. Specific areas of focus include:

  • Mental health
  • Regulatory compliance
  • HIPAA privacy and security
  • Emergency preparedness
  • Certificate of Need (CON)
  • Emergency medical services
  • Joint Commission requirements
  • Ethics
  • Scope of practice
 

Quality and Performance Reporting advocacy initiatives are concentrated on hospital quality, patient safety, and public reporting issues. Specific areas of focus include:

  • Quality
  • Adverse event reporting
  • Patient safety
  • State and national performance reporting

Human Resources advocacy initiatives are directed at various staff managements and healthcare workforce issues. Specific areas of focus include:

  • The healthcare workforce shortage
  • Unionization
  • Recruitment and retention
  • Employment issues
  • Compensation and benefits
  • Human resources policies and procedures

CHA's Government Relations area works closely with each of these four areas to coordinate effective advocacy on behalf of CHA's hospital members before the legislative and executive branches of government. Efforts include developing and advancing CHA's Legislative Agenda; coordinating, drafting, and providing testimony; tracking bills and other legislative matters of importance for members; building and maintaining relationships with government officials (legislators and agency officials); and coordinating with the American Hospital Association (AHA) on federal legislative and administrative lobbying efforts.
